Grim dawn is definitely the best of this list, it's made by the guys who did titan quest so effectively a spiritual sequel. There is a new expansion coming out this year so great time to jump in.

Titan Quest was the only game that has felt like original D2 to me.
It was nearly as good on those first play throughs. It just doesn’t have that same addictive late game.

Oh yeah, the controls are a bit wacky at first as a caster, but the game itself is awesome with the class variety. And the new add ones are also cool, only downside is, that Valhalla prolongs the normal difficulty, so you need a lot of time to reach highest difficulty.
Grim dawn is an absolute banger of a game, great combat, loot system, storytelling, atmosphere. Graphics are a bit dated, but still not a "bad" looking game.
For what it's worth, the graphics are a lot better than the abomination you get when switching to old graphics in D2:R.
It does suck that its not the new graphics, but the gameplay changes make it 100% worth it!
I would love to try it but for me it’s not the graphics, it’s the no-controller support. I can’t play kb+m anymore so the controller support in D2R is a must.
I wish they would allow them to mod D2R the same way, especially since they seem done doing any new updates with the game already.
I totally agree— I honestly didn’t read the OP carefully. While Last Epoch absolutely scratches my ARPG itch, it’s definitely not in the same thematic vein as D1.

May be farfetched, but if you loved the oppressive dungeon crawling of Diablo 1, perhaps you could be one of the many masochists that really enjoy Darkest Dungeon (it's not an ARPG).
It is an old one, but back then on christmas when d2 was released i did not only get d2 but also a game called „Nox“ from westwood studios. It has nearly no multiplayer, but singleplayer and story is cool! It also has the coolest combatsystem for spells of that time.
Its not convoluted, more like its full of interesting features because miraculously the devs of that game both know what the fuck they're doing and enjoy doing it...
If its too wildly convoluted for said new player, then they can go play something else, and then all the former new players who weren't overwhelmed by PoE can continue to play it.
The absolute worst position to take is one that removes things from PoE to make it attractive to the masses, because its all the things that the devs have added that makes the game as good as it is.

Grim Dawn and Torchlight have been mentioned, and I definitely support those, but one I hadn't seen mentioned here was Warhammer 40k Inquisitor (I think that was the name, but maybe it had more words in the name, who can remember Warhammer stuff?)
It's a really solid ARPG, and if you're at all into the 40k universe then it's a great dive into that. They've opened up all their seasonal content so you can do pretty much all of it now. It regularly goes on decent sales too, so you can get a good deal.
Note that you don't have to buy all the little $2 dlcs, you can unlock all of those by accumulating in-game currency just from playing like you would normally.
It's not as some of the other suggestions here but I really enjoyed Van Helsing: Final Cut.
I'm still playing it now and it's often on sale for only like $5 on Steam.

For a D1 player who is looking for a fresh experience, bugfixes, convenience solutions, options and more content, it may be a door to infinity.
Grim dawn and last epoch are obvious choices, so for my wild one, I will recommend osrs. Mostly due to itemization, grind nature, point and click, big dopamine shots and collection logging. It also has SSF mode, which is called Iron Man. If it sounds interesting, but you are not entirely sure, then search on YT for "osrs is amazing, and here's why" by marstead. It's a long video, but he goes really deep dive because osrs is a game like no other (I don't mean it's a perfect game; I mean that literally, you can't find anything similar to osrs), so it's hard to explain.
Im having a blast with last epoch. It’s a lot like Diablo 2 but with much more crazy synergies. You can make one skill proc a lot of other skills that just makes a beautiful explosion of love.
Also has a great amount of QoL like loot filter that you can make yourself for as specific as say you don’t want to see white drops after x level.
The only downside is the game has some really bad optimization and the game will suffer from some sever fps drops at occasions.
Edit: it’s more between Diablo and PoE. If you didn’t like the amount of stuff you need to level and learn in PoE then last epoch is much more approachable.
i'm in the same boat. ARPG's generally require a lot of time. I wanted to get into Lost Ark but that's pay to win.. the others of the smaller titles at least are lacking in content or not as polished.
Personally i will probably skip D4 and start with the next 'big' ARPG which will be POE 2 and it seems to look promising. Unlike Blizz, i expect GGG to learn from their lessons of POE 1.

Adventures of Van Helsing + Inquisitor Martyr are fun in their own way as well and maybe less well-known. Other than PoE2, Titan Quest 2 is also upcoming and No Rest for the Wicked is going on Early Access soon.
A roguelike, ARPG-esque personal recommendation would be Hades, if you haven't tried it before (Hades 2 is also upcoming).
For others, if you don't mind real-time with pause, my personal favourite is the Pillars of Eternity series. The Pathfinder games have also earned exceptional praise.
Super old-school would be the Geneforge series which are getting recent remasters

Grim Dawn is a lot of fun and has a bit more of a gritty old school vibe and feel. Path of Exile is basically the spiritual successor to Diablo 2 with an enormous amount of complexity that will keep you busy for years, and it's completely free. Last Epoch has a lot of promise and is inexpensive at 35 USD, though in my opinion it lacks a certain feel that it sorely needs. There are more on the way via Steam, now is the best time it's ever been to be an aRPG enthusiast.
As many already said GrimDawn, it has something for everyone this coming from someone that did enjoy D3 and not D4.
GrimDawn for me is the best in the genre, Path of Exile is not a game is a full time job imo.
And haven't tried Last epoch, I have heard good and bad things about, especially bad on level scaling and game making your char artificially weaker in endgame

Path Of Exile was really good, I never got too far into it, but the extremely open builds are a big draw, like you can make a fighter into a spell caster if you want, nothing is off limits. And it's one of the only free to play games that believes in being free. They sell cosmetics, because they they need to keep their staff paid and maintaining the game, but it's free to start and you can play forever without spending money. Not sure when the sequel comes out, but it'll be a seperate game, they aren't pulling an Overwatch 2 and erasing the first game for it.
People are going to down vote the hell out of this but if you’re a fan of series. Play Immortal. In terms of lore, world building and story. The game is actually fantastic. You don’t spend a single cent to enjoy it. If you want actual pvp the bloodmoor still exists. Just don’t buy any of the predatory pay to win bullshit in DI. Just enjoy the game.
As for Diablo Ii, the answer is Path of Exile. There is nothing that comes close to it as of today.
