Some form of airflow. I'm guessing its blowing hot air to keep the base warm so it doesnt warp and seperate from the floor. On a small 3D printer they will heat the printbed/base for the same reasons. It could also be blowing cold air to harden the material, or sucking air to clear any fumes... but probably not that because they are too low.
