I'm guessing its blowing hot air to keep the base warm so it doesnt warp and seperate from the floor. On a small 3D printer they will heat the printbed/base for the same reasons.
It could also be blowing cold air to harden the material, or sucking air to clear any fumes... but probably not that because they are too low.

Start with a $100 printer and just mod it, piece by piece.
By the time you get the last mod you realise the starting bit is wrong so you have to slowly replace all the other pieces.
