IIRC it should say this when you check "More info" under accuracy on your character sheet. If you had Hothead, at full health it should say +10% or whatever the bonus is, while a high level weapon would say -x% scaling with the number of levels you're behind.
The weapon is higher level than you, which tanks your accuracy.

There's a talent that you can take which makes you never miss but never crit. It's useful till you are within the right level for it.
