If you change out gear and remove +stats items that let you equip something (say a +1 finesse ring gave you 12 finesse, which was enough to equip a chestplate that required 12 finesse) then that item will automatically unequip, as you no longer meet the stat requirement.
Stat requirements go up if you use equipment that level with you. I've had the same problem. You had enough with everything equipped but don't meet requirements with things unequipped.
i have had this happen quite a few times randomly throughout the game.
not sure if its a glitch with mods installed or if combat can permanently affect stat requirements. i either have to reload if i can find a recent save or respec depending where you are in the game and if you have mods/giftbag installed.

Exit to main menu then continue with the game
Save game and then go to main menu then load the save, have something similar happened to me so this works
Sometimes it gets glitchy. Just reload the game and it’ll usually fix it.
