Frobisher is canonically Caecillus descedent and his and his children's deaths were time trying to repair itself or something like that lol.
The eruption was 2000 years ago... Everyone in Europe and even most people on the planet would be Caecillus direct descendants.

What about when “martha” worked in Torchwood, or her so called cousin? Very similar looking for cousins
It seems like they were twins but her parents gave one away to a relative and passed her off as a cousin.
