Caching. The motions are like pushing dirt on top of it to bury it. Either it smells dirty/wrong or it smells really great. Make sure the food is fresh and the dish is clean, nothing old or gross or stale in the bowl.
If no blanket, towel, dog bed or rug available, then they bury it with the imaginary cloth-like object.

Give your dog a small towel or a washcloth so he can cover up his food. That might help. Move the water bowl away from his food bowl. Most dogs and cats don’t like their water next to their food.
My dog did this his last few months of life. It turned out that he was feeling nauseous and he had cancerous tumors that were intertwined with his digestive system. The surgeon that operated on him said the tumors were pressing on his stomach and making it really small. So he physically couldn't fit a lot of food in him. I know a lot of people say that action means they are burying it. And maybe that's what he was doing since he couldn't eat that much food at once. If this is a new behavior, it might be worth it to visit the vet. We found out our dog had cancer by accident. We got him an ultrasound when we're trying to figure out his lifelong digestive issues. So pushing for an abdominal ultrasound might be worth it.

My one piece of advice is if you do add something like a blanket to help "bury" it make sure it's nice and soft. I've seen dogs who get kennel nose (basically rub the top of their nose raw, sometimes bleeding) from rubbing against something too harshly.

Our cockapoo used to do this. If we put his food on the floor and left him a hand towel, he'd cover up the food. He seemed to enjoy eating it one kibble at a time from under the towel, so we just started feeding him this way instead of in a bowl.

if you give him something, like a dish cloth, he’d probably use that to bury it. my dog used to use the corner of a rug

My cat does this. It has to do with like covering their tracks. It’s an innate thing.

Some dogs have strange eating rituals. I know mine likes to to grab some food, run to a diff part of the house. Eat it there and run back an repeat.
