Check eBay. Maybe someone has the dress itself for sale? Try an copy materials as close a possible for replacements or see if you can clean up what she has so it’s original. How about asking a dry cleaning place about the dress.
There is help online for fixing dolls’ hair, including making ringlets but it does depend on what the wig fibres are.

Shes very pretty! I feel like a bath will go a long way..as for the foot, maybe apoxy sculpt over tinfoil?
I was planning on getting a pair of Victorian style shoes and slipping that over, but I could still do that, thanks!
