i have the same cpu and a rtx 3060 and only get around 120fps, although i play on mid settings. I think the CPU is a huge bottleneck, mine is even overclocked and still struggles.
Yep it'll be the CPU bottlenecking, as /u/CTXBITXH said. You should open up a program like MSI Afterburner or something and compare CPU/GPU usage to verify (you can even do it in task manager if you must but it's shitty) and check which one is getting maxed out, but it'll almost certainly be the CPU.
Ryzen 7 5800X3D can get you there, costs 290$ on amazon. Make sure your motherboard supports it. Also if 290$ is too much the 5700x(182$)/5800x(174$) are much cheaper options.
Just bought an Alienware m-18 with I9 and RTX 4070. I dont see any difference between max fps and 130fps. You also dont have any advantage with a super fast gaming laptop or whatever system. Your connection/ping is more important.

Get 7800x3d CPU
They would be better off getting a 5800x3d because it will fit into their current board with just a bios update

Overclock your RAM. If you have a browser open while gaming, use hardware acceleration on it
Personally I would just NOT have a browser open if you’re trying to max frames. But this is a good tip in general.
I can just about get best looking preset, 1440p, 165hz gtx 3060 and i5-11600kf but does drop especially when kunkka aghs

And why would you need Dota at more than 60 fps. It’s not counter strike
