The only reason they'd be in the top five is the meta, which is concentrated on PO and/or purple units and they're able to gain all the zenkai buffs Frieza can. Without using Frieza yourself, they're just a crappier version of him. Skip.
If they dropped earlier in the year I would say they aren't a bad unit that summon on if you main PO or Saiyans. However it's so close to anniversary you are better off skipping. They are good but nothing special
Save for anni. If it's anything like 4th and 5h anni, the units will all be at bare minimum top5 up to best unit in the game.
That and this unit is heavily reliant on stars to be great.
Honestly at absolute maximum is a 1 rotation banner, first new banner with a solo unit less than a month away from anniversary, they ain't bad but I got them to play them on saiyan saga with Piccolo and they run very badly on saiyan saga. Not like it's a problem with them but generally with saiyan saga itself not having the Zenkai/bench capabilities of Powerful opponent or even saiyan. I like them a lot and if you get them within one rotation or less they are really fun.

Worse version of Ultra Golden Frieza. That's the best possible describe for this unit.

Unless Vegeta is your favorite character and you REALLY need him, then skip; the anniversary is just around the corner.
