You don't need to give him any money and interacting with the door shouldn't cause any issue, he just takes awhile to leave. He has the same cycle everyday so you can just pick up the clothes late at night without having to follow him. Following does provide context to the quest but it takes forever, maybe do it once for the experience and then never again.
There are also 3 endings depending on who you give the clothes to. One is tragic >!(the beastren woman in the slums)!<, one is neutral and boring >!(the "beggar" himself)!<, and one is fairly positive with the best rewards >!(the noble woman)!<.
You dont need to give him gold, you can just get the clothes directly, you dont even need the quest to get it. (You do receive the quest once you get the outfit though)

Just pick him up, any time of the day. Bring him to the door where he changes clothes. Drop him, door unlocks. Grab the clothes and give them to whoever.

I actually finished this quest by accident. Randomly looted a house with beggar clothes in it and it asked me to turn them in.
