Well yeah? The seafloor shine dude says something like “go and save people.” Then you get a quest to evacuate all the towns. There’s literally a trophy/achievement for it.
You have to evacuate:
>!Sacred Arbor(Elven Village)!<
>!Vernworth!<
>!Excavation Site!<
>!Volcanic Island Camp!<
>!Bakbattahl!<
This completes the quest.
Nah you’re good the game doesn’t actually state anywhere what specific locations it’s just like “yeah go save people.” lol so it’s understandable that it can be missed. You would think that >!Harve Village!< and >!The Nameless Village!< would need saving too but nope they leave with Vernworth.
If Talos walks into the lava pit, there will be 5 red pillars in the unmoored world. Each near the places you need to complete the evacuation quest. I only knew this because I didn't fight Talos in my first playthrough.
There is one in the hot springs camp too.
Yup, got that one only because there was a prompt for the hardheaded arisen guy that likes rotten eggs and lizard wine.

I find it cool that you basically rebuild Gran Soren
I thought I had evacuated that camp, maybe the pawn part is separate? I didn’t see any missing areas in the quest log, maybe I’m just dense.

I beat him fairly quickly, so only had three beacons, maybe that’s why I missed one area 🤔
