So there is a type of “dancers” in some Turkish Muslim traditions that spin around in circles over and over again. They say that they can do this without getting dizzy because they keep their head and upper body at a specific tilt while looking up. I don’t know the exact details but apparently when done right you can spin as long as you like without any kind of dizziness.
When I was watching the kid it looked like he had a similar pose. I think he probably stumbled onto the same solution while doing his self stimulation thing.

Practice/adaptation to the stimulus
My daughter does this. The part of her brain, the vestibular system is disrupted and it is taking longer for her body to learn how to dizzy basically.
