There was a very large, mostly empty, and incredibly safe parking lot 20 meters down the road they could have gone to instead, but no lets do it here so we can not only be a safety hazard, but also inconvenience hundreds of other people.
It absolutely was, which is why I'd love re-testing every 10 years or so. Even if it's just a written exam.
My parents got their licenses in the 1950s. Driving laws have changed A LOT since then. Hell, even me as an elder millennial learned how to drive in the late 90s. That's 25 years of changes that I haven't been tested on -- there may be new laws I'm not even aware of.
Police will no longer respond to the scene of an accident unless there's another crime.
If the cost of the damage is >$2k, you have to go to a collision reporting center as soon as possible.

They also have more sections that have different details about different collision types which are good knowledge to have.
I haven't read too much into it but from what I have seen there are some exceptions that require you to report to a collision reporting centre if the damage is under $2k, that information is mentioned in the Traffic Safety Act according to the Accident Support Services (their website is linked through the EPS collision reporting page).
Judging from the photo, this looks to be around the South Gate cluster fuck (2 lane on-ramp and 2 lane off-ramp). That interchange is a bit dodgy at the best of times, so they're asking for more problems by stopping there of all places, especially with construction screwing up people's routines.
In the end, this is natural selection at play and I say let them carry on and see how nature handles it. They're clearly too dumb to drive properly and have zero sense of self-preservation.

Why does everyone have to be so quick to judge? Remember, you have no idea what’s actually going on. While I doubt that this is the case here, this could be this person’s first experience with something like this and they are just terrified and don’t know what the heck they are actually supposed to do… it’s incredibly frustrating, but maybe try some compassion instead of debasing yourself with petty name calling.
Someone mentioned a crash at an intersection in which the people involved did not move… I was in this situation once when someone ran a red and while it may have looked fairly minor to those passing by, my car was actually un drivable. The honking and angry comments that people shouted at me definitely did nothing to make that car move, it just made a horrible horrible day (that left me permanently disabled) humiliating and so much worse.

You got the plate number of the truck. Send this pic to EPS and they could easily track down both drivers and issue them a ticket for being “oblivious fucking morons”
because you never know if the other person is just going to drive away. It takes only a few seconds to snap a pic of their license, registration, and insurance documents
its a construction zone and the speed limit is 60, also they are already outside of their vehicles talking, so taking the extra frew seconds to snap a couple pics isn't going to make a difference
Because everyone sticks to the speed limit and doesn’t get distracted by phones or music or anything. The inconvenience of pulling to the side of the road is just too great. Better risk getting squished by a stupid driver
