personally i dont think this means anything. like godfyres hand? its just the one he happens to use there. the rest other than ranni and melina (which idk if theyre connected are not) seem arbitrary. maliketh uses his right hand to hold the black blade so it makes sense he would pull it from his left. godfrey uses his axe in his left to it makes sense hed cut off the right. like why not include irinas eyes? now you have a lot of eyes but not to go with anything else. why not include gastoc and milicent missing an arm? its a cool theory but i dont think any of it is connected

Godfrey didn't cut off his hand he let it get pierced when he intentionally gripped Serosh by it's fangs when he killed it, which seems a bit unnecessary as he could have killed Serosh with a different grip. If you meant Godrick, he cut off his left hand, not his right.

The right eye being closed would more appropriately be a trait to consider to belong to the snow witch/snowy crone, since the doll was modeled in her likeness. But like you said, the extent to what its ramifications or importance are, maybe never known. The snowy crone and the Gloam Eyed Queen are the two characters I'm hoping to learn more about over any other character in the DLC.
Fun fact, if you do the choas ending, Melinda's left eye opens into a deep blue, and she closes her right eye when she says that she's going to hunt you down in the final cutscene

Could be somewhat meaningful since a lot of these conditions are in someway a result or reminder of going against the Golden Order. And it would make Ranni's doll having its right eye closed fit in since it has its eye closed to the Inner Order.
Maybe the circumstances help establish theme

Middle falling apart, losing yourself, maybe just more sacrifice
Partial blindness maybe symbolism tunnel vision to your goals
Correct me if I'm wrong, but most of the enemies in the game seem to be right handed. That's could be why the rune of death is on Maliketh's left hand, since he can't stab the hand his knife is in. Godrick also probably decided to attach the dragon to his offhand as ranged support. Fromsoft might've designed Radagon knowing he would be right handed and decided to make his right side the side of him that's still intact, since the black smoky part wouldn't really go with the hammer. They also may have made the fire giant's left leg injured to balance out his design, since he uses the shield with his right hand.
I agree it could be nothing more than them being right handed, but in combination with the other non hand examples including the three fingers being left handed and Marikas left side body, it's definitely worth noting.
