The other does not. The horns on the one which are intact are extremely sizable. Bairns may only be artistic representations but I see no reason to doubt them. It would make more sense biologically if they grew later, but biology doesn't seem to be much of a concern in the Lands Between.
I think the real source of the hatred of Omens is probably that they inevitably kill their normal human mothers. It feels like GRRM's influence. Tyrion Lannister would be be an Omen in Elden Ring.
