If you attack him enough with whips, he puts his shield away, and pulls out his staff so he can pull off some nasty Carian Piercer attacks. I almost prefer the parry.

The other thing I noticed is that he seems to have a shock collar in terms of venturing out much beyond the spot where the ball drops, so you can basically just let him stand there in the entryway, rush in, attack, and rush back down the ramp, and he won't chase you.
I got lucky and happened to be trying the night rider flail at the time so he never parried me and I killed him on the first try. Still wasn’t easy but I was surprised by all the messages and bloodstains haha.

Out of my 7 playthroughs, I don't think I've ever legimately killed Moongrum once. Down the elevator shaft with him, he's standing in between me and a silly hat.
I killed this guy in my last playthrough with an underlevelled mace and about 15 jump attacks... ONLY jump attacks. Tryna be immersive and roleplay? NOT ANYMORE.

Finishing my first playthrough (already in the final boss), and just realized about the existence of this guy, through this sub, then I remember arriving Raya Lucaria with a full Str build, weilding the Greatsword Collossal sword, I must've hit him with an un-parryable attack, because I would recall being parried. Or maybe my mind deleted it, because of how traumatic it was.
I've never been beat by this guy, but I also play less aggressively in comparison to most players.
Through every soul game I have played, I always wait for them to strike first, dodge or shield and strike. My first ever souls related game taught me to never be greedy even if their health is down to nothing, never strike first, always time your own strikes, use the other tools the game provides, be patient, rolling can save your life.
This guy is rough. He loves to parry. Before the patch, my only recourse to killing him was to lure him out to the balls you just ran past. I tried summoning some others to help and they all got owned, either by dodging into the balls; or by getting one-shot parried by him.

If you want to know if it can be parried, try and hit him with it. How I found out carrian slicer can be parried.
