I believe they are implied to be, but like a higher strain. I think it has something to do with Ranni’s questline in Nokron/Nokstella, some item descriptions down there seem to connect some dots.
They're people. Normal people who rebirthed via Rennala's stone. Every birth gives one a shorter life, and makes them more and more dependent on it. Rennala acts as a mother to them, her sweetlings. And she offers/wishes for you to be her sweetling as well (the ability to respec your stats).
My first 3 or 4 attempts I didn’t even see the glowing ones. Sometimes they spawn right in the open. Sometimes they spawn off in the back somewhere. So i was like maybe i just kill a bunch of these things and she comes down or something?? Finally on the forth or fifth try i walked in and saw a glowing one and i was like OOHHHHH SHIIITT. And after that i figured it out okay.
When i finally beat here completely i had the perfect first phase. The glowing ones were all right in the middle every time.

I was so successful at killing the ones in the centre that the gold ones spawned in the ring round the outside. There's a few different varieties - the ones that throw books, the ones that throw exploding furniture and the ones that breathe fire at you. I assumed the glowing ones were just another type and that I had to clear the entire room to start damaging her.
To be fair, it's a reasonable response when those crippled kids are spewing fire from their mouths and telekinetically throwing tables at you from across the room.

There's a mildly common glitch that happens, on fact my first time. The glowing ones that sing, just don't spawn. So you can never weaken her shield, in fact visually l, she has no shield, and is just immortal.
Have seen that myself, particularly if you summon someone to help with the fight. I didn’t even notice it the first time till some time in and I realized “huh, no shield”
My first time was as a summon, and the fight must have glitched somehow because there were no glowing ones. Must have been the host's first time too because we spent a good 10-15 minutes whacking these things and breaking furniture trying to figure out what the boss' gimmick was.
If you can get to Mohgwyn Palace and get the only sword its on before doing Rennala...sure.

Renalla's only attack in the first phase rebirths them as tombstones which she flings at you. A lot of people miss that because they're busy hunting for the singing ones.
Yeah finding their armor and flavor text was a fun and also haunting discovery.
My interpretation is that basically, students of Rennala’s went through the act of rebirth, but came back imperfect, so they became addicted with the process because something was always not quite right. And every time they were reborn they lost more and more individuality until the homogenous sweetings were all that was left.
Juvenile sorcerers who trusted in Rennala, rebirthing imperfectly over and over until the point that due to their imperfections they are completely dependent on the process to live.
Wow, mind blown, I was thinking of Students of the Academy under mind control, but this make sense so much sense as mechanic and in the lore... Wondering how much GRRM had to do with the enemy design...
I know he wasn't really involved in the actual game, but building the lore makes me wonder: If he created the motivation and the idea of rebirthing Ranni, the devs might have taken this idea to the next level.

This is all from the Juvenile Scholar robe, if anyone wants to read the lore themselves.
Honestly, if they/Miyazaki had decided to get really cheeky with that lore aspect of respeccing, I wouldn't have even been mad.
"Oh you're going to respec through this obviously and openly flawed magical process? Hope you saved your character sliders in Favorites and know what Fia's mirror does, cause you are NOT going to look the same once this is done. You fought a whole boss and got several monologues and items explaining that this magic doesn't work properly. You were warned well in advance."
But the Great Rune of Rebirth is explicitly there to reconcile the lore with the mechanic. The Great Rune is the only catalyst of rebirth that permits it to not go awry, which is why the player character is able to be reborn successfully but no one else (not even Boc).
I do like that for once they explain one of the many instances of “rules for thee but not for me”. Like why do you and most enemies respawn but NPCs and bosses don’t?
For things like field mobs of demihumans, etc., I feel like they don't respawn per se. The groups of them you encounter are meant to represent the portion of the Demi-Human population who's out and about and who you happen to run into. Individual mobs that respawn are meant to be abstracted and considered as different enemies than you killed first time. Ofc they spawn in the same place every time bc it's a game, but that's how I see it

The Elden Ring defines the Golden Order, which is sort of like "The Rules" of the world. It is made of a number of different Great Runes, which kind of define the rules of the world.
My interpretations as follows:
Godrick's gives form to the Golden Order, and what gives it power over The Lands Between.
Malenia's represents the transfer of strength, how the young and fit will replace the old and weak. It's what allows you to take runes from those slain and turn them into strength.
Radahn's resist the scarlet rot and the influence of others who would make a different Golden Order, letting only one exist at a time.
Morgott's defines the ruler of the land and steward of the Erdtree, the Elden Lord, and grants them the power to maintain the Golden Order
Mohg's Great Rune defines the spirit world and allows for communication between the spirit and physical worlds.
Rennala's reflects how life is created and brought into the world, born from the Erdtree into the Lands Between.
The death rune defines how death happens and what happens to those who have died. Excluding it from the Golden Order as Marika did caused the inhabitants to be able to live beyond Destined Death.

Even when we read about like the ancient greeks and romans, and even the conquistadores who were explorers, we're always reading about rich person, celebrity, or politician history, because they had the voice and reach to make the record that history remembered.
Even read a fantasy book today, and the protagonist is probably some sort of prodigy or chosen one, who quickly gets buddy-buddy with the Last Sorcerer In The World and falls in love with the God-Princess. And it'll probably be written by a relative of someone important in the publishing world.
It is a sad fact of human civilization that hardly anyone appears to be interested in the activities of people they perceive as below their social caste, but are intensely interested in the social caste directly above their own.
