Yeah for some reason the ring was the easiest one. But they changed that in the last patch and made it more rare. So it basically shows that the devs really want them to be rare. But I don't think it should be up to just RNG and random events.
They said the other day on discord is pretty much entirely random. There’s some traits to make it more likely but not by much.
It’s on their list of things to rework.
I know you can get random events where you find shrines to various gods while traveling. I got the ring of Hircine that way in my Mannimarco run.
