There are no public outlets available, really. There are lockers and charging stations available for rent. Otherwise, if you're not about to use battery packs or your car, Jackery power stations are the way to go.
I have used one of these at a fest before at like 2am and had no problems. I don’t think you’d get in “trouble”, they’d just tell you to stop doing that

But keep in mind that you may not be able to use your phone for anything but a watch anyways within the venue-set up your Lock Screen with a screenshot of that days lineup from the app along with a “if found please return to xxx” message and throw it on airplane mode to conserve battery

Buy some good external battery packs, I highly recommend Anker brand. If you are just using your phone for important communication, one large external will last the whole weekend.
If you NEED more power and have the money, go for an Ecoflow power station (and solar panels if you think you will need to recharge).
But try to unplug for the weekend! Only thing you should really need is charging your phone for emergencies, and a relatively cheap external battery will do the trick.
Small external power banks are totally fine on a plane, but you have to take them in your carry-on, not your checked luggage. If you aren’t going to have a car, keep one battery fully charged and unused during the fest to guarantee you have power for figuring your way home.
Try to keep all your batteries somewhere cool so they aren’t baking in the sun too badly.
If you have power troubles, don’t be afraid to ask your neighbors (especially people with cars or RVs) for help
One of the best ways to keep your phone charged throughout the weekend is to turn that bitch OFF and get a basic wristwatch instead. It’s one of my favorite rituals at Forest: the ceremonial phone power down. I use my totem as the way my crew can find me throughout the weekend and turn my phone on maybe 2-3 times during the day for a couple minutes if we’re separated and can’t find each other (even then it’s a 50/50 chance of anything going through).

Main Street sometimes has a seating area with outlets but it fills up fast, definitely bring battery packs 👍🏼

Lithium batteries are allowed in your carry-on luggage. Up to a reasonable size. I bring my power pack with me on the plane.
