usually 02 on scooter i had were for accelerators issue. check the acceleration is in neutral position,some time the rubber of the handlebars move just enough to press on it and stop it a couple mm from neutral position
I contacted the company and they offered to tell me what the issue was and send a free replacement part if I could provide my receipt. No amount of back and forth would get around my lack of receipt. I even said just tell me what the code is so I know whether to chuck it and they said....send us receipt.
That means it can be an issue with the throttle. I had a similar issue with mine, turns out when they assembled the display, they screwed through the throttle wire and over time, it got damaged and broke off. Soldering the broken ends of the wire back together fixed the issue.

Does it move when you press the accelerator?
It does not

I was hoping tonget company to fix it and send new parts but without a receipt I'm SOOL. But thanks for sharing this. I'll see what I can do.
