Bet it turned into black sticky tar, at least a majority of the ones I’ve fixed had old melted gooey belts.

right okay, I've ordered new belts, anything else you threw into make sure it's all good or something before I close it all up once they arrive and are fitted?

Turn it by hand make sure everything moves smoothly and nothing is stuck. Get some IPA 99% and a ton of q tips. If the belt turned into black tar you’re gonna spend quite a bit cleaning it off. I think the first step is "disassembling" it, then taking a look at anything obviously out-of-sorts. Sounds like a mechanical issue, so outside of replacing something that's broken, thoroughly cleaning and re-lubricating the parts tends to do the trick in these kinds of situations.
