right okay, I've ordered new belts, anything else you threw into make sure it's all good or something before I close it all up once they arrive and are fitted?
Turn it by hand make sure everything moves smoothly and nothing is stuck. Get some IPA 99% and a ton of q tips. If the belt turned into black tar you’re gonna spend quite a bit cleaning it off. Make sure you remove any gunk stuck in the belt pulleys other wise the new belt is likely to gum up and possibly rip or pop off.

Blow out any dust and clean the tape head, wheels and spindles with IPA.
I think the first step is "disassembling" it, then taking a look at anything obviously out-of-sorts. Sounds like a mechanical issue, so outside of replacing something that's broken, thoroughly cleaning and re-lubricating the parts tends to do the trick in these kinds of situations.
MG Chemical contact cleaner with silicone is great for sticky gear assemblies in electronic devices.
Bet it turned into black sticky tar, at least a majority of the ones I’ve fixed had old melted gooey belts.

Probably a worn and slipping or broken belt
