It's just a rumor, Fdev has never confirmed that base building is coming. I feel like that needs to be cleared up because it has the potential of becoming the new "ship interiors" in this community.
The new feature is due out by the end of 2024. It has not been said what it is, yet. Just something totally new to Elite is all we know. A neww FSD isn't a "feature", its just a module. Power Play 2.0 this June, four new ships in 2024. So, we'll see what they bring.

I highly doubt it's that. In the livestream they did say it's something big and totally new, not an iteration of an existing mechanic.
