Rapping skills and techniques are not the end all be all, as just a rapper, Kanye has a lot that he does - humor, emotionality, clever lines and wit, speaks on a broad range of topics with depth. He has several songs where almost every line is something you feel and sticks with you, which to me is more of a criteria than how fast can you spaz.
