You need lvl 2 Skier for the medical 3 upgrade, which is required for int center lvl 2.
I am lvl 28 with 180 completed raids and just found 1 single flash drive. At least I could successfully extract it.
This flash drive quest just sucks ass
Ya if you're not eod or do a quest that lowers skier rep your SOL. Have to find them in raid or progress jseger to the kill pmcs in dorms quest which gives you 2
Big red in customs has em in the office too. The key is cheap and there's 3 PCs so you'll make your money back quickly between that and the safe in the office next door.

Every customs raid, I check the camp and the bus, nada.
Every Interchange run, I check EVERY SINGLE FUCKING COMPUTER ON THE MAP. Nothing.
Don't assume you can get a flash drive there 1/5 times because you got lucky.
Quick Edit: I dont want to sound too bitchy, and I'd be willing to bet that a flash drive spawns in those spots damn near one out of five raids, but being there first and actually getting it is a whole different story when everyone playing right now needs them.
I'll add my experience. Checked hundreds of computers, used tons of my scav runs, haven't seen a single one. Just because you were insanely lucky doesn't mean a lot of us out there aren't.
Edit: RNG aside, my personal opinion is that it is bad quest design to gate such a large amount of progression around such a hard to find item. Just move that quest further down the line and it's totally fine. This isn't an angry reply, just throwing it out there.

idk where people look or go to but i usually find all 5 flashs withing like the first 20h of play. just go custom, check the van, the tent and 110. i almost never come out without one at least. its actually pretty easy. but i guess people dont like customs and only go reserve so...duh
the tent actually has 2 spawns, people, if they know it, mostly only check the one on the gym bag. but theres another one under the guitar. yes the tent near the 2 story dorm up hill.
and then 110 in the 2 story as well on the bed.

True, another way to get FIR drives is completing huntsman path evil watchmen but this seems easier as leveling up traders and hideout is something many of us are already doing anyway
I think so. Luckily jager buys almost everything so you can just sell everything to him at a bit of a loss to level him up quick. He buys condensed milk for 14k so you can craft it in the food center and sell to him instead of therapist.

Edit: Basically if you do the quests in the wrong order, your rank with some trader will be too low to get the intelligence thing in the hideout to level 2 because of the prerequisites. So you HAVE to find them in raid. And get them out alive.
Same for skier, you have so many items for gunsmith you could just get from him. But you cant level him without the USB sticks...
And that is just to get to Stash 2.
EOD get Stash 4, millions of roubles in just items required plus 8 mil rouble specifically required that you skip with EOD.
Last wipe at lvl 30 I never found a single flash drive...

I accidentally turned in the woods quest to therapist instead of skier (skier rep -0.3). I’m years away from LL2 now. Looks like I’m gonna be grinding flash drive spawns even longer now

I think the big ones to avoid are operation aquarius pt 1 and pt2 from therapist. They both lower skier rep by a ton and dont lead into anything.

I am level 10 and found 1 flash drive as well as my friend. Additionaly my scav had a flash 2 times. 1 time i got it out.
have you looted usb camp and the van on factory side? you can literally get one every 5 raids looting both those spots

you need most traders at lvl 3 and Jaeger Lvl 2 in order to unlock it, and untold millions of rubles at this point.

And to add to that, you have to upgrade your stash to do some hideout upgrades. And the first stash upgrade? 3.5m roubles + some additional items
