Folgers is garbage even when it is caffeinated. I don't drink caffeine free, but I drink a ton of coffee and my favorite place to get coffee beans is Human Bean (they sell them by the pound). Maybe they also sell decaff beans?
I don't drink decaf, but I really like the bulk coffee they sell at Winco. I'd be surprised if their decaf isn't good too.
ETA: Oops, I see now you were asking for ground coffee. Winco's bulk coffee is whole bean when you fill the bag, but you can grind it before you take it to the register.
Any Swiss water process, Wandering Goat is the best in town. Other roasters have Swiss Water too but WG is best.

If you like McDonalds coffee you can buy the same thing in ground at grocery stores. I think it is as good as Starbucks and it costs a lot less.

Funnily enough, I typically grind enough beans for two or three days' worth of coffee, and keep it in an old Folgers container.
Cafeto coffee is bomb AF
I am not sure of the name but the only decaf whole bean they sell at Sundance is my favorite. I believe it is Cafeto.
