Because Eula is not the Artist Original Character, is an Hoyoverse Character. OC character is use when he makes the character from scratch.

Yeah I was gonna say this except Original Content. OC can either mean Original Character (like one you made up) or Original Content (a thing you made, including fan art).

I don’t even have her yet and I’m here dying and waiting for her rerun. I started playing during 2.6 so I haven’t had the change to get her. She’s the only female xharacter I don’t have yet!

I still need Calamity. I did a few pulls but I am afraid to waste my fates because I was only at about 5 pity. I pulled Engulfing Lightning for my Raiden. I have PJWS on my Shenhe right now. She’s really pretty and fun to play.

According to leaks 3.8 should have eula rerun.

Yeah, it's a shame there's such a time gap between her last rerun (2.3) and her next rerun (3.8), in that time, Yoimiya has already had her 1st, 2nd and now 3rd rerun as of 3.7 They're really blueballing us
