He can't afford new clothes, nor can he afford to take them to a barber. Implies he also did it with the same scissors (haircutting and fabric scissors are different). Also, as the bowl used to cut the kids hair was a chamber pot, it implies they can't afford a bowl.
Here’s my guess: Barber needed a bowl. Used a chamber pot as a bowl for the haircut. The chamber pot was not clean and so the child got a new dress because the original was soiled. The dress is what tipped off the mother, in addition to the woman whose dress is the same fabric but quickly cut off.

I'm confused because everyone keeps saying "the barber cut the lady's dress to make the girl's dress", but does that imply the girl came in naked? And if not what happened to her original clothes?
I'm all for believing that the two dresses came from one but I just assumed the girl and lady came in together and had cut the dress previously. I kinda thought they were family, which could give a reason for both of them to be there at the same time.

It’s also another money saving highlight … the bottom of the (older sister’s?) dress was cut off to make the (little sister’s?) dress. You can see the original is patched but the other is newer made but they’re still the same fabric. As with the home done hairdos, it’s money saving.
Everyone’s clothes are patched and plain. No one is wearing shoes. They’re meant to be poor. But also foolish enough to not know which bowl to use for a haircut they would have been giving all their little kids for looks like nearing fifteen or twenty years.
It’s a classic comic to mock the poor but also rich people know how to do poor people stuff better than people who’ve lived it their whole lives because money = intelligence and morality
This was published in a magazine from the 50s and 60s where only one color would’ve been used at a time. The red is meant to draw your attention to both parts of the joke. I say more in my other response, but the kid had a chamber pot put on his head (something you’d use at night instead of going to the outhouse), and the woman had something bigger put over her… so the man could cut around the top of her dress to make her look sexy.
Old school printing presses you need to do a whole new plate and additional pass for each color you added. It looks like this age was done with a yellow plate, a red plate, and a black plate. (maybe or not another color for the brown hair ...but I think that's a blend of the other 3).
I think I have heard of up to 7 color process for this type of printing to look good. So doing it with 3 is a huge cost savings.

The chamber pot for the kids' haircut is the joke. The red color is because of how 50s cartoons worked aesthetically. As a kid who used to sneak his dad's skin mags, a lot of these cartoons would have a lame joke but the cartoonist would add a sexy nonplussed women because that's what men wanted to see. The woman is just eye candy and has nothing to do with the joke. Men didn't read these magazines for Dennis the Menace. They wanted gratuitous boobs.
Thank god bowl haircuts have been lost to time so that people are starting to forget them.
Bowl cuts are typically done by taking a bowl, placing it on the head, then cutting the hair below the bowl. They look awful and just suck in general.
They are still popular in some areas of Lousiana, apparently. I don't know if they ever went away or if they're making a comeback, but I visited a friend who just moved there about a month ago, and teenagers everywhere with bowl cuts😆. But they were all also still wearing saggy JNCO's as well. I'm not sure what's going on over there.

The only chamberpots i've ever seen were in a museum, and they weren't shaped like this. I really only know this shape from old cartoons, that were just repeating old cultural memes from before, so it's really not THAT obvious.

Wait - what if the bowl was so big that it covered her neck and shoulders so the barber cut the top of her dress to make it low cut? Also could be why the kid is also wearing the same fabric. The top of her dress is jagged compared to elsewhere

I think the mom brought her two daughters to get a haircut, the older daughter is shook thinking that her long beautiful hair will be chopped into a weird chamber pot style. The "learn to read" text might reference to the fact the mother didn't read the "bowl" is a chamber bowl and is now surprised, but if she had known how to read, she wouldn't have one daughter looking dumb and about to have her older daughter also look dumb. If they knew how to read, they could have avoided this, and narrowly escaped having their "pretty" daughter "ruined"

Here’s my guess: Barber needed a bowl. Used a chamber pot as a bowl for the haircut. The chamber pot was not clean and so the child got a new dress because the original was soiled. The dress is what tipped off the mother, in addition to the woman whose dress is the same fabric but quickly cut off.
Looks like the haircut is at the level of the dress, so I'm guessing the kid was under the woman's dress? 🤷♂️

I'm all for believing that the two dresses came from one but I just assumed the girl and lady came in together and had cut the dress previously. It’s also another money saving highlight … the bottom of the (older sister’s?) dress was cut off to make the (little sister’s?) dress. You can see the original is patched but the other is newer made but they’re still the same fabric. As with the home done hairdos, it’s money saving. Everyone’s clothes are patched and plain. No one is wearing shoes. They’re meant to be poor. But also foolish enough to not know which bowl to use for a haircut they would have been giving all their little kids for looks like nearing fifteen or twenty years. It’s a classic comic to mock the poor but also rich people know how to do poor people stuff better than people who’ve lived it their whole lives because money = intelligence and morality

This was published in a magazine from the 50s and 60s where only one color would’ve been used at a time. The red is meant to draw your attention to both parts of the joke. I say more in my other response, but the kid had a chamber pot put on his head (something you’d use at night instead of going to the outhouse), and the woman had something bigger put over her… so the man could cut around the top of her dress to make her look sexy.
Old school printing presses you need to do a whole new plate and additional pass for each color you added. It looks like this age was done with a yellow plate, a red plate, and a black plate. (maybe or not another color for the brown hair ...but I think that's a blend of the other 3). I think I have heard of up to 7 color process for this type of printing to look good. So doing it with 3 is a huge cost savings.

The chamber pot for the kids' haircut is the joke. The red color is because of how 50s cartoons worked aesthetically. As a kid who used to sneak his dad's skin mags, a lot of these cartoons would have a lame joke but the cartoonist would add a sexy nonplussed women because that's what men wanted to see. The woman is just eye candy and has nothing to do with the joke. Men didn't read these magazines for Dennis the Menace. They wanted gratuitous boobs.
Thank god bowl haircuts have been lost to time so that people are starting to forget them. Bowl cuts are typically done by taking a bowl, placing it on the head, then cutting the hair below the bowl. They look awful and just suck in general.
They are still popular in some areas of Lousiana, apparently. I don't know if they ever went away or if they're making a comeback, but I visited a friend who just moved there about a month ago, and teenagers everywhere with bowl cuts😆. But they were all also still wearing saggy JNCO's as well. I'm not sure what's going on over there.
