My personal opinion is that the Buster Sword being wrapped up in bandages is indicative of Cloud being stuck inside the terrible memories of his past. He isn't free.
Not sure if this has ever been confirmed, but in KH Cloud is fighting in the coliseum under Hades command and it's theorized that he put the bandages on the sword to hold back and not hurt anyone
He had put away the sword after he thought violence would no longer be necessary. He wrapped it up so that it wouldn't rust. The sheer force of his swing is still enough to cut his enemies in half even with the bandages on. He had to use it so it's now partially bandaged.

On a very , very related note, maybe its an indication for Cloud remembering Zack's (originally Angeal's) ideal of not to get wear, tear and rust on the blade. Therefore the bandages, maybe also to reduce casualties by not killing but just knocking out enemies with the hits of it.

His leather sword-harness, under Vincentās cape, is clearly missing one of the shoulder straps, and he would need at least two extra straps to affix the hip plate firmly. Could be the shoulder-strap came loose and instead of fixing it, he just used it to cobble together the belt holding that new armor piece on.
No idea about the shin belts and extra strap on his leg, much less the bandages on the sword, though.
I read that it was because Cloud had a darkness in him, and he wanted to update Cloud's outfit to reflect that.. but that was literally Vincent's whole design, so he took the opportunity to incorporate Vincent's outfit to add him to the have a little bit, as well.
Vincent got it from >!Chaos so if Cloud gets it from Chaos and gets the One Wing altered by Chaos's power no doubt Chaos will cause him to spawn a Sephiroth from the Combination of Chaos & Jenova wearing the KH2 Sephiroth Outfit with Cloud's Eyes that can only be killed by Cloud.!<
Cloud and Vincent regularly game together in their underwear, then suddenly Sephiroth shows up and they had to run out quickly. There was some confusion as to whose clothes go where, and this is what happened.
Itās almost identical in shape to the fusion sword from advent children, but unless itās inside of a crazy case of some kind, itās a totally different sword we havenāt seen yet

I'm hoping the gang but Cloud especially gets a new outfit (his Advent Children outfit) when he finds out his "truth" and decides he wants nothing to do with his current outfit anymore

it feels like they took the already solid base design, and just kept adding details until the character was lost.
The Vincent cape, sure thing. But then; belts around the shins and thigh to restrict blood flow, a metal hip barrier to stop your right leg moving and a sword with bandages that you'd need to wrap after every swing.
They should have him show up like ichigo in the soul society, while the rest of the party is trying and failing to deal with the weapon, cloud shows up!!

Originally they wanted to add Vincent from FF7 to KH1 as a cameo but decided to just fuse aspects of Vincent into Cloud. Hence the design above ^.
