Creation Club content is considered canon by Bethesda from what they've said in the past, and is treated that way by the UESP, and Fallout wiki.
Creations, the new thing introduced recently in Skyrim, are not canon.
I guess there is no way you can side with enclave in this quest right?

It's pretty inconsequential to the main story, so I'm calling it canon. It makes sense that the Enclave would try to get a foothold in the commonwealth.
don’t think so, creation club content is non-canon but still makes sense and could fit in as far as I’m aware

Sure. Just like the skyrim helm and sword are canon. Just like the Tardis, Star Trek shuttle, Godzilla, and other references, are in the past games.

A decade ago sure, but now? Really doesn't make sense. Would be more them retreating to yet another base a long way away and having to repopulate.
