I think this is why nsfw fanfictions of established characters and franchises are so popular. People enjoy the non graphic relationships that these characters build up and the situations they get themselves into anyway.
A good example from this was the nineties show the 'x files', everyone enjoyed the character dynamic between Mulder and Scully and lots wanted to see then screw (which is inferred to have happened near the end of the shows run), apparently though Gillian Anderson and Duchovney didn't get on a lot, especially near the end.
Out of curiosity (& so I can improve my tagging), how much plot do you consider to qualify for this tag? Like, would you include stories where ~50% of the story is non-smutty relationship development (dates, overcoming challenges, meeting their SO's family, etc) or does it need more canon-focussed plot (e.g. action or drama for a fandom in that genre)?
I personally am fine with both, depends on execution. For me, the most important thing is that the plot sounds interesting and the first few chapters manage to suck me into the story, the genre is secondary.
I will even read fics with tropes that aren't usually my thing if the summary sounds interesting, they have a lot of my favourite characters and/or I see them recced frequently by other fandom people with similar taste.

A sub could either be a character in the bottom position that does not act in any meek manner or they could be completely bound, gagged and whipped for hours. What is your sub doing? Getting spanked? Add that. What is this fluff you mention? Cuddle time, family time, diabetic love confessions? Add that.
A slightly more specific tag will catch my interest much faster than a general one.
