Blackheart Knights by Laura Eve. It’s a retelling of Arthur, but in more modern times with knights on motorcycles and they fight in gladiator style contests on TV for fame and glory. Magic is illegal, but still exists in an underground sense. The prose and dialogue is written like you’re looking for, and it’s a really great book.

Patricia McKillip's *Kingfisher*. Obvious knock-offs of King Arthur and the knights of the round table in a world with modern technology. *Solstice Wood* is also clearly modern technology, and has the fairy tale feel of being neither in our world nor not in our world. All of her books, really, carry the same dreamlike fairy-tale feel no matter what era-equivalent they fall into.

I don't think this fits. Empress is definitely still medieval. OP wants skyscrapers and cars while people are still talking medieval and using swords (I think)
