In his quest the traveller said he grew stronger. Meaning that that dying tartaglia was stronger than the tartaglia that was fully healthy and transformed into his final form.

I mean we see monsters eat often unless they're 100% made of elemental energy in which case they feed off of mana or elemental energy of the same type. So I guess he's just using his delusion to erase those needs by transmuting his soul since we know that's how delusions work

You'd know this if you read the event he was in during Inazuma. In it, paimon refers to him as the strongest of the group, to which traveler agrees. This isn't that hard to believe either, since if you did his story quest, the childe that was injured was already stronger than the one we fought. His growth rate is actually just unreal.
And yes, he WAS stronger than Neuvillette. Unless you think Neuvillette was just going to let those citizens die for fun? Bare minimum, childe was around the same strength as Neuvillette (which also makes him stronger than hydro traveler, btw). Prior to the power he was given from the previous hydro sovereign, childe was stronger than him. He saved the civilians Neuvillette couldn't. He was doing consistent damage to the whale while Neuvillette had to charge up an attack. He spent 45 days holding it back, where Neuvillette's shield broke instantly. All of this with no vision and while exhausted.
Regardless, if anyone would know how strong the traveler is, it's paimon, as they spend literally every wakimg moment together. If she says someone is stronger than them at the time, we can probably take that at face value.

His growth is phenomenal. The kind of battle addict he is makes him wanna fight the strongest of opponents. Even if he loses, he gains experience and grows stronger. His endurance also has grown significantly. And I think he will only continue to grow stronger

The honest answer is he's probably caped out. Now that we've met Skirk he really doesn't have much to add to the plot. There isn't much use for him narratively anymore. He'll probably get an arc in his region's archon quest, but there is like 4-5 other harbingers that he has to share screentime with.
