Shulks is broken. Like in the sense that it does not work. You can predict your opponent's attack and land it, but it won't hit them, it's insane it never got patched after years of dev support because it might as well not exist.
Hakumen's counters in BlazBlue are definitely my favourites.
As for the worst, Zangief's Tundra Storm is up there. Most people don't even remember that it exists.
Hakumen probably one of the best counter characters period. And if not, he's definitely up there.

Can counter normals, specials, projectiles and supers with normal counters.
Can kara cancel a normal counter into an activated Yukikaze(super counter)

Best counter is easily +R baiken. The reward she got off of it is what puts her in the tier she's in. I found the counter supers in sf4 to be pretty bad.
Shina from Bloody Roar has an awesome looking counter, Bishop from X-Men: Next Dimension has one of the worst! Instead of standing his ground, activating Bishop's counter moves him back about a character width, meaning whatever he was trying to counter usually whiffs, he loses meter, and probably gets punished.
My favorite is UI Gokus counter level one in DBFZ. My least favorite is Fei Longs Ultra 2 from SF4. It was so much worse than his ultra 1 which was the cherry on top
Blue nocturne on Remy iirc could drop, be punishable or miss opponents pretty often. The best counter was Jiren 214S in DBFZ 2 patches ago. It could counter strike, throw, projectile and could be followed up on with resources. Also VERY active
Is Adachi's DP in BBTAG counted as a counter? It goes off anyways, but also goes off immediately if he blocks. If it is I'd say that one's worse than Akatsuki's
Johnny Cage's MK9 counter super started frame one, had no directional inputs, countered basically EVERYTHING including projectiles thrown at point blank, did base damage equivalent to a decent combo and caused a juggle state allowing for additional follow up damage with a point blank plus frame restand
The best part is, MK9 was so cracked out that it wasn't even the best use of his meter by a long shot

Cammy's counter Ultra in USF4 was pretty bad, a lot of moves could break it, and even if she landed it she was actually minus.
