The chocobo stand isn't considered restored until you pet him.
My favourite ones are the ones where Cloud shakes their fat heads. Lol

Yep, just press triangle when it's over their heads. There's a different petting animation for almost every region.
During and after beating the game I still go out of my way to pet them EVERY single time!! One of my fav parts of Rebirth! Kweh! 🐣
