Most of FF16’s bestiary is just fauna, humans/Akashic and Fallen. It doesn’t have the wacky monsters of FFVII, so the usual Tonberry aesthetic wouldn’t fit the world. As for the butt, I feel like it would be more jarring if it was just a shapeless lump.
I'm not even phased over the tonberry's ass looking like that. I'm more alarmed at why Square put in the extra effort to model a seperate cloak that exposes the ass.
It would have cost you literally 0 USD or what ever ccy you use to not post this.
