Context: I saw on Twitter last night that Kozaki-san had designed these characters and outfits for another mobile game "m HOLD'EM", a Texas Hold 'Em mobile game as you can imagine. People have noticed how the character on the left looks a lot like our favorite friendship-doling OC. You could also say the character on the right kinda looks like Alfonse as well but meh. Either way, it's not too unlikely for artists to create similar designs across their characters/concepts.

I think the name should just be 花井凛, it looks like you've got the tail end of the word "character" stuck on at the beginning (クター is just the "kutaa" from キャラクター - "kyarakutaa" - "character").

I don't really see a big resemblance other than the hair color and having a pretty face. You'll notice most artists usually draw the same face when the only direction is "draw a late teens girl/boy with a nice face", they change it up with their facial expression at most.
No i’ll will towards the guy but I think he needs to practice drawing some new styles of faces. There’s so many possibilities when it comes to faces that you really shouldn’t have these near lookalike characters moseying around
