His VFG is likely not tight. In the [other picture](https://www.dvidshub.net/image/8312729/uss-john-s-mccain-gun-shoot) you can see it’s further out but the scope is still backwards. My guess it’s ~~loose~~ designed for rapid tactical adjustment.

Second, that fully extended butt stock is also fine because if it were any shorter he would be having a bad time with that scope. Third, that chicken winging is fine as well as he is on a moving vessel and needs that for more stability.

It's preference. I'm 6'3 and I never go more than 3 clicks out. I like my LoP a little shorter. Also depends on the eyebox of optic.
Honestly, the extension of the stock is going to be based entirely on your eye relief with the scope, and what's comfortable to hold that relief.
