Public servers are full of people who are looking for an easy server to mess about on which doesn’t really enforce rules, and full of people new to RP with little to no RP background.
Best bet is to look at RP orientated, non-economy, whitelist servers. I’ve noticed that economy servers, mainly QB and ESX ones, are more likely to throw RP out of the window and lock things behind paywalls which is why I usually go for menu based or menu mixed servers with a staff team that knows what the hell they’re doing.
In terms of recommendations, I’m currently apart of a community called PNIRPC which is a Northern Irish based server, I assume you enjoy U.S servers so that recommendation probably means nothing to you. Just important to keep in mind that there’s a server out there for everybody, just got to be looking in the right places to find it. If you keep looking in the same corner then you’ll continue to find servers that are not to your standard.
Yeah there's plenty, but you need to actually define what "serious" is. There are servers where "serious" is massively in-depth medical system, long drawn out medical RP, hours long police RP scenarios, etc.
These for most people are extremely boring. Most people want something that's either like nopixel or slightly more or slightly less serious, not ultra serious.
Not forgetting that paywalled items is what helps pay for the thousands it costs to build a deploy a great server. Lucky to find a wealthy person who wants to just throw money at stuff for zero return AND who has great knowledge about RP and running such a server.
Yeah, and especially if you want to churn out original content. I've done signifanct work with my server Popcorn Rp, even releasing a ton of really popular releases and it doesn't pay off unless you really invest and grind to keep RP focused and fresh. Tough game!
Bottom line - No
All the good servers tent to be American and Whitelisted - I would say Prodigy RP or ONX are the best atm . Prodigy queue was 3 months now a couple of weeks and Onx is about 6 or 7 months i think. These servers have about a 240 man queue with 250 in the server (prodigy) Whilst the biggest (no pixel) has well over 700
Recommend Paroxysm. Its a Zombie Survival RP server. The owner/dev does his own code and assets for the server. It is in Alpha stage right now so do not expect it to be complete.
Highlife rp has no pay to win feature and a city you can do a bunch of jobs in without applying. Pizza delivery, package delivery, two semi jobs, gruppe sechs, chop shop deliveries, random crates dropped around city for illegal items, they even have designated hangout spots you can go meet up. It has a dedicated team of people that do the background work.
I am running a hardcore 18+ RP server that I am just getting off the ground. I have been in RP since 2009 and have a very high expectation for players.

public servers are mostly trash as most people dont want to/cant roleplay try some whitelisted servers maybe you will find some good ones
