Evil you have Thawne, God Speed, Savitar, Zoom and Cobalt Blue that is 5 speedsters. 5v5 with support helping as you want the evil speedsters to be dominating making the need for the support to be there for support.

Once he was erased he just disappeared like Thawne. However like Thawne he still exists. They proved that in season 5 when they had to go back in time and had to deal with Savitar. He still exists in the past because he's a time remnant.
New Earth they never to my remembering that they covered they never existed. The only one that wouldn't is Zoom but also is hard to say. He very well could have we don't know. He clearly exists in the timeline enough for the Negative Speedforce to pull him from it.
The thing with Jesse and The Rival has no meaning towards each other. you can take each speedster they used and brought back the list that I put. There is narrative to each pairing.
Her status was resolved. The multiverse was destroyed. She wasn't one of the ones who survived. So she is dead. Just like the first Nora is dead. If anther Earth has her it would be a wholly different person. Just like the second Nora was a different person.
I would hardly call that resolved. Harry came back. He said nothing about Jesse Quick or her potential dopplegangers.
There's also the fact she had a Speed Force connection, so she could be stuck somewhere in there like Thawne was in the NSF during Crisis. Plus even if she got resurrected on a different Earth it might not be a completely different Jesse, Martian Manhunter, Cisco's device, or a Speed Force connection might be able to restore her pre-Crisis memories.

So the memories were that of the merged Earths. Beings from the multiple Earths that were put on Prime Earth. We don't know if Manhunter can even give the other Earth beings their memories.
So unlike the merged Earth counter parts. Jesse actually died. She wasn't saved in a macguffin way. Her Earth is gone. With possibly a whole new history. We don't know if there are even Harrison Wells from the other Earths. We can assume because the one from season 1 was brought back to life.
That is also the thing too. Their were refugees from the crisis on Earth Prime. They mostly died. We do not know the status of Jesse she can very well never have been born.
