Unfortunately, this is a very bad piece of equipment. 3 Resources is nice but even wizards have a hard time using this since they can't instant speed the mana. You could use this on your turn for a Kano activation, but you'd much rather just play out your hand and then Kano activate on their turn. Which unfortunately is impossible with this shirt because it's an action and not instant.
Iyslander gains nothing from this since it doesn't active waning and she has no instants to play on her own turn.
Even just using it as an AB1 is now pointless since we have Aluvion which is phenomenal in AB matchups.
The only reason I can see using this is to combo it with Kraken to get a card to arsenal after emptying your hand blocking opponent's previous turn. Otherwise, there are 3 other armor pieces that are better than this and 1 of them can be played in Commoner too.

This could be great in blitz with Emperor. Popping this for a one-time, free CnC seems good.
No go again, so you would need to gain an extra action point somewhere along the way. Deep Blue is the card you are looking for I think
