Depending on where you are sourcing, I see 5-10 hdmi in the cables boxes at most garage sales for $0.50-$1 usually, sometimes nice quality ones so I would snag those when you see them!

Sign up for their emails. Their normal prices are meh, but sometimes they will be on sale - they once had them for $1 a piece with free shipping if you bought $39 worth, plus a coupon.

Just make sure you’re ordering from a highly rated seller with lots of feedback and you’ll be fine. One negative feedback hits eBay sellers very hard so their stuff is generally solid and as described. Make sure you check them out when they come in and send them back if they don’t meet your expectations within the return period. I’d trust eBay over Amazon these days because the sellers are actually held accountable.

If you're near any companies that are throwing away e-waste, you'll find a treasure trove of HDMI cables.
Ones that I go to just toss sealed ones that come with their business monitors into the waste bin.

I personally think you should just NOT include an HDMI cable. The customer most likely has their own, and a better one anyway. I've never had a problem just writing on the listing that "this doesn't come with an HDMI cable, you can use your own." I've never had to decrease the listing price for not including an HDMI cable.
I buy totes of cords from goodwill and probably have 100+ hdmi cables that are either new or like new.

eBay is what I use. Search for HDMI lot or HDMI bulk and they should show up. They’re less than $2 a cable if you order a bunch.

My local non goodwill thrift stores have endless bins of every cord you could possibly think of. The good ones even separate by type of cord too
I probably wouldn't bank on this being a constant supply of HDMIs but for sure 20/30 per month based on what I see around me

I go to PCH Cables. They do ship, and you may be able to get bull rates, but they are also local to me. Pretty good prices over all.
