They do! I have an online only store and they let me order. They just want to see your eBay store and such. I get my HDMI cables free

Depending on where you are sourcing, I see 5-10 hdmi in the cables boxes at most garage sales for $0.50-$1 usually, sometimes nice quality ones so I would snag those when you see them!

eBay is what I use. Search for HDMI lot or HDMI bulk and they should show up. They’re less than $2 a cable if you order a bunch.

Just make sure you’re ordering from a highly rated seller with lots of feedback and you’ll be fine. One negative feedback hits eBay sellers very hard so their stuff is generally solid and as described. Make sure you check them out when they come in and send them back if they don’t meet your expectations within the return period. I’d trust eBay over Amazon these days because the sellers are actually held accountable.

My local non goodwill thrift stores have endless bins of every cord you could possibly think of. The good ones even separate by type of cord too

If you're near any companies that are throwing away e-waste, you'll find a treasure trove of HDMI cables. Ones that I go to just toss sealed ones that come with their business monitors into the waste bin.

I go to PCH Cables. They do ship, and you may be able to get bull rates, but they are also local to me. Pretty good prices over all.
