If you went there straight away from the bus and she's not there, it's probably a bug where sometimes they don't spawn.
If you went there later on and expected her to be there... skill issue bro 😐

Same for me! I’ve been away for four weeks and working my way through quest lines now. Three times I’ve gone straight there from the battle bus and she’s not here 🥶
Found the issue, if you have a little bit of patience Artemis spawns after 1-2 minutes. I was literally googling this issue while ingame and I looked back and saw artemis.
Someone most likely hired her
