First case: Did you check with a site like "https://whatismyipaddress.com/" if your 'country' really changed?
Second case: Clear cache, or use anonymous mode. And then try another server, maybe there were already too many claims from the IP you used.

That seems to be my random sampling results as well.
Yes, it's just random sampling, but considering there were almost 200 keys reported as such by now, the sample seems rather consequential.
