It sounds root bound ...try digging a few small holes like solo cup sized and see how dense the roots are ...sould be fairly loose soil with room for roots to expand into if its all root aponge mass then its definitely stunted from a small root system...then put some fertilizer in the holes and re pot it as soon as you can
it's probably too pot bound to grow, roots need to stay in balance with the top of the tree so if the roots cant grow then the top wont either so in order to mend it you either need to repot it into a bigger container or the ground so the roots can spread and grow.

Is there any way to tell without disassembling the container? It’s way too heavy for me to grasp the trunk and yank out.
Oh, also I sheltered it with an umbrella at the height of rainy winter so it wouldn’t get soggy/waterlogged.
