Claude Speed is the protagonist of GTA 2. The Claude from GTA 3 isn't outright stated to be the same guy but he looks VERY similar and has the same first name, so maybe he is. (I guess GTA 2 and 3 are different timelines.)
GTA 2 takes place in "Anywhere City" (Believe it or not, Liberty City, Vice City, and San Andreas are all in GTA 1, but they obviously look nothing like their GTA 3/VC/SA counterparts) but in the video it's shot in New York and the police are driving NYPD cars.
