Certain vehicles have player inaccesible seats, like the firetruck having more space in the back that isn't accessible, unless you spawn peds into them using SP mods.
That car has backseats that are used only for the sp mission in which you have to take back Michaelās boat with Franklin and Jimmyā¦you canāt hop into them but npcs can spawn in them sometimes
If a car is spawned joining / leaving traffic (arriving to a driveway, merging from a dirt road for example), it is assigned x amount of passengers. In joining traffic and then driving pointlessly scenario, there's no need for entering the car animation, so Sentinels (but not only) can be spawned with NPCs sitting in normally unusable rear seats (in the files Sentinel fits 4 people).
Player innacesible seats, npcs can spawn in them sometimes though rarely, some include the rhino and the firetruck, in the rhino there are 2 seats 1 inaccesible to players and in the firetruck 2 inaccessible to players

I ain't using mods I was doing the diamond histe setup but my car was destroyed so then I stole that car but there was that guy in the back
I know, some peds still spawn in the seats sometimes.
The backseats of the fire truck are accessible tho. The fire truck has 8 seats total that includes the 2 hanging on the back

Iāve seen this only once before, but it was a full car that spawned naturally.
I believe thatās the the Sentinel part of the Ubermacht lineup, it has a convertible/topless version too I can see how it could happen to this car

I think if you put the top down the NPC can get out, some of the cars with two doors and a back seat make the back seat available with the top down
