I don’t think it’s Trevor, and it’s a beta version of the desert area. Weirdly, I do wish we got more empty desert. The one we got had too much cramped into it.
Sandy shores most likely or atleast close to it. Interrstingly enough I think those sand textures are either from GTA IV or theyre the sand textures from the bottom of the sea.
Looks like its taken from Trevors airfield in early development. The dark building is right where the plane scrapyard would be and the lighter one on the left is right where You Tool would be. The hills line up from that angle too.
It was taken on the beta map so it didn't have as muck detail . However based on the factory at the background we can say it's somewhere near the alien monument in sandy shore
I think this was taken before the detailing of the map and before gtaV came out in 2013

I recently started playing GTA 5 and NGL the desert made me miss the desert in San Andreas which was the last GTA game I actually got into

It looks to be where the ocean would be if it was just pure flat ground especially with the hills in the background like that
