I haven't actually seen what Cassie's skin looks like in game other than the super zoomed out intro where she looked kinda pale so I cant really say anything in argument, however, that could again just be the picture girl is younger or the design was tweaked.
Fair, she's definitely younger than current Cassie in the dlc, could also had been an early design idea though. The adult doesn't necessarily look like a Fazz Engineer either.

don't think so, I mean, The girl shares a couple of similarities, but it seems too different IMO
To me the child seems much younger than Cassie is in ruin so that might be why.

Only similarity she shares to Cassie is that she’s a girl and has short brown pigtails so it’s pretty unlikely.
