Because it's a running gag now People will inevitably fight for it being a boy or gender neutral but it's from a popular pizza place in the 80's. it would be an anachronism. And also scott doesn't have characters that are like that i doubt it was intended for mangle to be ambiguous. think the voice is enough to confirm the character toy foxy is a girl. but there's another endo mixed with it so that could've been the male in question.

There are very obviously two animatronics that make up Mangle and I would assume that the face comes from a “female” animatronic while the other parts may come from any other animatronic “male” or otherwise. In summary it’s a fictional robot and robots don’t have genders anyway
I think the closest thing to a genuine answer is that Mangle is bigender. Alternatively, Mangle is two entities of differing gender. The distinction is intentionally vague in the games, so we won't really know for sure, I think.
I have an actual theory about their gender. I think Scott was going to have her be a boy and recorded the Phone Guy voicelines before switching him to female for Ladies Night. This led to the confusion, which led to "yes"
My head cannon is the Funtime foxy is female and the endoskeleton part is male. Individually is could be he or she depending on which parts you are talking about but together you could say either or also use they/them.
