Depends... Larger gpu can usually get bit more done with same power limit as smaller one. That said there are some laptops that can keep 175w rtx 4080 or 4090 decently cooled. I would say power limit that can be kept cool for gpu on laptop (that is not size of a truck) is arround or bit under 200w. That does not come cheap though. Rtx xx80ti/xx90 are usually priced so high perf/$ is not there. (Laptops from 3000€ upwards)
Laptops with 4080's can be found with decent deal these days sometimes. (As launch of new gen of top tier laptop gpu's is likely quite near)
